Can we perform Out of place pega Platform upgrade and framework installation ( HCIF, CRM ,CRM HC) with no outage at all . Upgrading from 8.7.5 to 8.23.1

Can we perform Out of place pega upgrade and framework installation ( HCIF, CRM ,CRM HC)  with no outage at all . Upgrading from 8.7.4 to 8.23.1

 

We are aware , Rules schema only upgrade can be done without any downtime but wanted to confirm can we do Data only upgrade too without outage ?

 

Also regarding framework installation  ( HCIF, CRM , CRMHC), can it be done without downtime.
