Any property available for all the rules to identify if the rule has been really modified with some details, and not just save-as into new rule set.

Wondering if there is any property available for all the rules to identify if the rule has been really modified with some details, and not just save-as into new rule set.  We do not want to rely on updatedatetime property because it gets changed if the rule is just a save-as as to new rule set as well.
