Constellation is not working

Hi Team,

I am doing a POC in Pega Personal Edition v 8.7.0 for constellation. But facing an issue with it. May I know whether Constellation works in personal edition?

1. Running below commands to test the application.

npm run build:dev npm run start-dev 

2. New window is popping up but showing blank screen. Attached screenshot for reference.
