policy mismatch between Pega validation OOTB rule & mastercard

While processing a fraud dispute on a transaction for $25,000.00, received the warning message below on the Choose a Reason Code screen. While we discussed this with Mastercard and our MC representative, MasterCard side informed that Mastercard has no such policy. Message: For transactions with amounts greater than or equal to 25000 USD or equivalent, a communication must be sent to Proprietary information hidden with below details to confirm the Fraud....
