Configuring the Next best action widget

We would like the list of next best actions to show on the main dashboard for certain user based on their territories. So for example all the next best actions under all opportunities in a certain territory/region are to be shown for a certain manager.

 

The first question is how do we configure the next best actions widget?

I found this link https://docs-previous.pega.com/pega-customer-decision-hub-user-guide/85/configuring-next-best-action-widget but could not find the decision table it refers to (MapActionForIssueAndGroup).

 

The second question is if Customer Decision hub is necessary to install for our needs.
