Highlight and disable fields IF case is a duplicate
We have a requirement for the below. Is something built in out of the box that does this?
If a user tries to submit a case for someone (user ID is the primary key we are using to create a case) who already has another case in progress, then highlight and disable some fields in the form.

Straight OOTB? No I do not think so, as this sounds like a specific requirement. In most scenarios there is not restriction or 1 to 1 mapping of cases like this. It sounds like you'll need to build some business logic around this during the case creation stage to detect and flag such instances. Then on the section you want to disable some fields you can add disable when conditions, or circumstance the entire section to be read only.
