CSS Styles are not reflecting in application - Attached screenshots

I tried to add custom style in Skin and used same custom class name in properties panel under advanced presentation but styles are not getting reflected in application and also not able to see CSS properties in browser inspect element/Developer tools. Need help. Attached screenshots. Pls guide me how exactly can i add custom CSS

1/ using custom styles is not a recommended best practices - instead create a rule-file-text and attach it to your skin as override CSS -  see https://collaborate.pega.com/discussion/best-practices-styling-your-application for more details

2/ make sure that your portal is using the correct skin. best practices is to use your application skin
