When attempting to create a new rule, in the Context section of the ruleform, Application ruleset is missing from the Add to Ruleset dropdown is not showing the Implementation Ruleset.

Attached is the Application ruleset stack screenshot.

Consists of 2 Rulesets AegisLCWFMgmt and AegisLCWFMgmtInt.

When creating new rules - Selecting the Implementation layer in Context we are getting only the AegisLCWFMgmtInt Ruleset. If we select the Framework layer, all available Rulesets in the built on application stack (attached screenshot) are available.

Any help as to why the Add to Ruleset is missing the implementation Ruleset will be greatly appreciated.
