Enable all ruleset in the application ruleset stack for rules saving Pega 7.1

I´m using Pega 7.1 plataform and I want to add a sandbox ruleset to my application. Created the ruleset and added to the application ruleset stack. When I open to create a new rule, the sandbox ruleset just wont show. Am I missing something?
