How to open Cover WO in case covered WO is resolved?
On click of a link, I'm doing open work item and passing id
Even if the covered WO is resolved and doesn't have any active assignments, it's opening the covered WO instead of opening the cover WO
Is there any OOTB configuration available to open cover WO in case covered WO is resolved

There is no OOTB action event to achieve the same.
As Phani suggested you need some pre logic to determine if covered WO is resolved (Check pyStatusWork as it's exposed column) and then use Open Work Item and pass work ID dynamically (through property reference) and populate this property using Data transform in action before calling Open Work Item.

we might need to configure a tree grid and enable onClick event (open selected item) applied with visible when depending on status of the workobject (Resolved-*) or based on pxCoveredCountOpen or pxCoveredCount...
