Getting same work object when two different operates hit get next work at same moment

When a catogery of users hit get next work at same fraction of moment, same work object is routed to the work list of both operators. audit also shows same information. any suggestions on why it's happening or how we can fi it?

Need more information, can you reply with the folowing information?

What value is shown for pxAssignedToOperator under NewAssignPage for the Assignment?

Also, can you check who holds the lock for the WO? (Pega -->Process and Rules -->Tools-->WorkAdmin-->All Locks)

Are both users able to open the Work Object in Perform harness?

Is this hapening in Pega 7, and "Optimistic Locking" configured?

When "Optimistic Locking" configured? on the case then the assignment available from the basket when opened by simultaneous users will be able to get the same case, but who ever submits first that action would be performed and assignment would be completed.
