Get next work based on operator's skill

How do i customize the getnextwork to pick assignments based on the operator's skill? For example, if my operator has three skills with values say, English(10), Dutch(8), French(5). when i click the getnextwork button i need to fetch WO with language English first, followed by dutch and then french.
