Why work pools only refer "is a class group" classes?
A work pool definition says this- Lists the classes that are marked as Is a Class Group (on the rule form's General tab) for each work pool in which users associated with this access group are permitted to create cases. Each such class defines a work pool, a named collection of case types.
Why only classes marked as "is a class group" can be a work pool but not the classes marked as "belongs to class group" ?

Please refer the below screenshot/attachment.
Workpool is ideally a collection of worktypes.
Workpool rule form has -> is a class group. Hence one can't create the WO to it.
Worktype rule form has -> belongs to a class group and hence you will be able to create the workobject to this casetype.
An operator's access group, lists the workpools. And hence the user will be able to access the worktypes belonging to that workpool.

Thanks. The screen shot made it clear. So I can take a work pool as a pool of work types. We can create a wo of a work type and definitely not of a work pool. So is a class group should point to a work pool. Got that!
One more question- In your screenshot, can SAE-SAMPLE-Work have SAE-Sample-Work-Sales work pool? That means two classes, SAE-SAMPLE-WORK and SAE-SAMPLE-WORK-SALES both are marked as "is a class group" ?
