Thanks for your response. Just to clarify, does that mean it makes no sense to try to limit the maximum number of Connect REST as an idea? We can only adjust Service REST connection but NOT Connect REST?
For example, system wants to limit the maximum Connect REST to 100. If it exceeds it, system displays a message to the user. Is such requirement invalid?

Such a requirement would be invalid as the Connect-REST - or any other connector - is a call to an external system. Unlike Service-REST, which are set up with a pool of connections to handle incoming calls (and take advantage of existing requestors) - these external calls are done "on the fly" and do not initiate a new requestor. The operator's requestor makes the call.
It might be possible to limit these calls "IF" they could be done asynchronously (queue'd to a background process). The agent processing the queue'd items would in retrospect, be limiting the number of simultaneous calls by sheer nature of how its processing the items.
