Application setting for REST connector end point RUL

Is it a best practice to use "application setting" rule to set end point URLs for Connect-REST?

Yes indeed, usage of Application settings allows you to manage production levels . Typically external systems provide sandbox and production endpoints separately . If we use Application settings, all production levels can be configured as appropriately
