I can't figure out what this OOTB report that is part of the report dashboard is for. It seems to be comparing actual vs estimated effort but none of these values are populated. I also don't see how it would even get the estimated effort.

My business users saw it in a demo and got interested as they though it could be used for capacity planning of their work load. Now i need to provide them with a description of what it does.  From what i can tell it does nothing.
