What is the "Method is read-only" property of a SOAP service used for?

There is a property "Method is read-only" in a SOAP service. I read a description in the Pega 7.1.8 help, but it isn't clear to me https://community.pega.com/sites/default/files/help_v718/procomhelpmain.htm.

1. Someone explain to me the purpose of the property in detail.
2. Why made the calculations and why?
