I didn't find a clear definition of that on the PDN, but I did find a few articles like this, https://community.pega.com/support/support-articles/prreadfromstream-missing-error-fcm about what happens when it's not there. It looks like there are functions in there that you need for reporting. Do your DBAs have a specific concern about it?

prreadstream is required for report definition rules to retrieve data from the BLOB column for properties which are not optimized (exposed). These are bunch of User Defined Functions (UDFs) which use Java or C# to read the BLOB column to get the value of a scalar property for reporting purpose.
