We wanted a control mechanism to do a forceful sync for mobile users
we have more no of devices on road, When we do a forceful sync (It will happen to all the device at same time) we are not able to do it. We wanted a control mechanism to do a forceful sync ? how can we achieve this?
And also we have end users in big numbers and because of that we couldn't perform a full sync. If it is done, it is bringing down the nodes. So we want to target users in chunks than all at once.

I understand. In such case I suggest introducing dynamic mechanisms for server request throttling. Or increasing the number of nodes as the last resort in order to match the requirement of the spikes. Please get familiar with dealing with high load techniques, node balancing, etc.
There's no such feature. Why would you want to force full sync to individual users? You force full sync after you modify your application model, which normally affects all users in a particular access group.
