When working with the Web-login form, I need to display the latest version of the Ruleset application. The clipboard stores only the first version (01.01.01) and I have, 01.04.05. Where can I find this value?

I am sorry, I have already solved this problem. It is stored in D_pzDefaultRuleContext.pyRuleSetVersion in UserPages, not in SystemPages

When logging in, i can not get value from the clipboard. (No data available) I refer to the property: <pega:lookup property = "" />
There is no property in the clipboard with the latest version of the main(required) rulset (Web-login is in another ruleset - unauthenticated)

Can you clarify what you mean by "The way broke when updated version" ? I thought you knew where to get the information from

I received the value from the clipboard, but as soon as locked the version and created a new version, it began to display "No data available"

Difficult to say for sure, maybe the easiest approach would be to trace the event with unlocked and locked ruleset to check where the difference is coming from and why you are receiving "No data available"
