Let's assume I have three types of users who have different access groups as given below:

a) User1 - belongs to custom access group

b) User2 - belongs to some other custom access group (User1 and User2 are not having same access group)

c) Admin - belongs to administrator access group

Issue Description:

Working scenario:   when Admin tagged any of the users (User1 or User2), then the user is successfully getting a red bell icon notification at the top right corner.

Not working scenario:  when User1 (or User2) tagged Admin or User2 (or User1), then the Admin is not getting a red bell icon notification at the top right corner but can find their tagged name in pulse.

I think, this issue is happenig due to ARO that could be missed in the custom access roles. Please assist me to find out the exact reason behind it.
