Upgrade Estimator Tool Error

We have installed Upgrade Estimator Tool for 6.3 version successfully, but when we try to access the estimator portal got below exception.

Unhandled exception executing JSP: Unhandled exception executing JSP: Unhandled exception executing JSP: Unhandled exception executing JSP: Error loading Declare_PortalInfo with definition RULE-DECLARE-PAGES DECLARE_PORTALINFO #20160525T133025.798 GMT using activity {pyClassName=Code-Pega-List, pxObjClass=Rule-Obj-Activity, pyActivityName=tyGeneratePortalInfo}

Need help to resolve above issue.
