Unable to download Upgrade Estimator Tool

Hello ECS Team,

I came to know that Pega Upgrade Estimator Tool was released in the market. I tried to download and install it for doing an assessment for a customer but it failed to download giving an Access denied error.

Please advise how to download the same.
