unable to start up pega 8.4 on my laptop

 I am trying to startup, it has some errors on cmd console so that I am unable to start my personal edition on my windows laptop. Showing an error called

pg_ctl: another server might be running; trying to start server anyway
waiting for server to start............................................................... stopped waiting
server is still starting up
'C:\PRPCPersonalEdition\scripts\..\tomcat\bin\startup.bat' is not recognized as an internal or external command,
operable program or batch file.
