Unable to Save As a case rule from locked Ruleset

Hi,

I need to update a case type rule and i did not see options to save as. And showing a message that "The ruleset XXXX is locked. Please unlock it to save changes and proceed". Could you please help me what is the reason and how to edit the rule.
