First you need to do a Private-Edit and then the Save option will be visible.

Or you can also do a Save-As and save this rule in your ruleset.

The rule you're attempting to save is supplied by Pega and is distributed in a Pega ruleset. Pega rulesets are locked by default to prevent users from modifying the rules in the ruleset.

First, I would question the need to modify this rule, as it's not part of the course.

Second, in order to edit the rule, you need to either perform a private edit or click Save As to save the rule to an unlocked ruleset in your application.

As it is an out-of-box rule from PEGA, it will not allow to save or check in which in turn makes the change reflect to other users using the same server on which the PRPC installed. Hence it allows private edit which causes the changes reflect to the current operator and save as which ask for a rule set to save it in.
