Unable to create a report: You cannot save RULE-CATEGORY

Cannot save RULE-CATEGORY

Resolution: add a production ruleset and unlock version entries in access group. Where I can find it?

I had this error (attached file). Resolution below.

In advanced tab of Access Group you can find an option to configure production rulesets (attached file). Press the round button. Then, you should indicate RuleSet Name (Version and Description will be automatically added) and press Create and open.

You need to add a new unlocked ruleset here which will accomodate any changes in production environment.
