Unable to choose Report Category as Shared

Hi ,

 

I'm currently learning and doing some assignment task on Pega. 

I'm trying to create a report category as Shared, and put my report definition in to it by creating a shorcut rule.

But while creating the report category, I'm unable to choose the Owner type as Shared as I'm not able to see any options in the dropdown.

 

Please guide me here.
