I am trying to install Pega personal edition 7.2.1 in my Windows 10 PC, but end up with the following error. My firewall and antivirus are already disabled.

Data Load:

[exec] pg_restore: [archiver (db)] connection to database "pega" failed: FATAL: the database system is shutting down
