Unable to expand "pega.tmpdir" in encoding the FilePath

We are upgrading to PRPC 7.3.1 and while deploying ear, we are getting "Unable to expand pega.tmpdir in encoding the FilePath" error. Gone through article SA-32943 and verified that deployment manager default SDK to 1.7_64 but still we are getting error.
