Is there any way to skip certain actions configured on a button

Is there any way to skip action "Add new work" in the below action set

 

I see that we can set when condition for actions on controls with control mode " Editable/Read-Only" like dropdown, radiobutton, etc, but it is not avaliable for controls with control mode "Action" like button, link etc. Is there a reason why it is setup that way.
