If you use the Single level approval flow type, you are not able to use a decision table to perform custom routing. However, you should be able to "cheat" the system by using cascading approval flow type with approval based on Authority matrix. But honestly, this is going to be more work than is necessary. If I were to simply perform custom routing for single level approval, I would have just built my own flow instead of using the Approve/Reject shape.
