You can define a job scheduler to run your activity on a specific time.

In the activity define under job scheduler, you can write logic to run this for specific user/single field property.

Create a Job scheduler which will run on specific time and there write activity to send email to the users you required by using any OOTB activities like SendSimpleEmail, SendEmailWithAttchments, SendEmailWithAllAttchments etc.,

Create a new jobscheduler rule, Records>Sysadmin>Jobscheduler 

In that, specify the time of your requirement,

write the activity in that use call SendSimpleEmail ootb activity,

Give parameters To Email, subject etc.

We can achieve this by using job scheduler and Queue processor. If we want to run in it standalone using Job scheduler.

If we want to run on the case level use the Queue processor. In that queue processor use the time delay from the property based.
