Run agents in only one cluster on a multicluster environment

We Currently have one cluster which has (4) nodes. Since we have No. of background agents and multiple exposed services. we are facing performance issues in online application

Hence we have added one more cluster dedicated for performing agents and services.

Using load balanced server we were able to move the services to run only on the new cluster.

My Question here is how to make agents runs ONLY on new cluster .

Note : DB is same across both the clusters
