rule not found exception in logs

I am getting this exception com.pega.pegarules.pub.generator.RuleNotFoundException: Failed to find instance HCLVContactChangeHandler of type Rule-HTML-Fragment and i am referencing this in section.Please help me out.Thanks in advance

    Yeah I traced it but i could not find any exception there.It can be seen in Pega logs and the exception is "rule not found exception" for one ootb rule-HTML-Fragment rule HCLVContactChangeHandler.
