Rule form not loading properly in pega 7.2.1

Hi all,

Am getting below error will creating new application in pega 7.2.1 personal edition. I cleared the cache and tried compatability view settings. But in all browsers am getting same issue.

Pega Version: 7.2.1

OS: windows 10.

Browser: in all browsers

Please suggest me in this one.
