This can happen if you have a difference in environments that you have not accounted for in your match rules.  Review any text match rules and adjust them as needed.  Url match rules may need adjustment as well if you developed against a different version of the application.  These changes are usually small but can have a big effect. 

You should also identify what exactly is not working.  This can be done by reviewing the logs to see what is happening on the second machine.  Is the issue matching or timing or something else.
