Requires permissions for PegaRules: Adminstrator Access group users to add Skill which created for New Applications.
We have 2 applications: 1, CMT and skills are Fast Track And ReOpen. 2, UMT and skills are NurseReview. In the Production, Operators are created by IT Admin of the client. He will be having only the access group "PegaRules:Adminstrator" in which the skills are not listed in the drop down of Operator ID configuration as not having the prerequisite Ruleset of New Applications.
Client is asking to have that skills to be added for the Operator ID. So asking for enable the skills for "PegaRules: Administrator".
As "PegaRules: Administrator" is OOTB, is there any chance to add new skills in OOTB ruleset versions?
If not is there any possibility to add a Production ruleset for this Access Group to have skills included in that ruleset version?

As you said As "PegaRules: Administrator" is OOTB and is present in locked ruleset. 3 options are available for this
1. Client IT admin should login with your application administrator login
or
2. once after the Operators are created by Client IT admin , some other your application administrator should update the operator records with right skill
or
3 write an activity to Update the Operator records. You can pass Operators pyUserIndentifier and SKILLS as inputs for the activity. Even you can modify the activity to do bulkupdate for all operators created

What ever you said, I already proposed to my client but they are requesting to have only from "PegaRules:Administrators" Access group. Can we get password from Pega for adding production ruleset in Pega Rules Application which we can save all the skills in that ruleset?

Sharing passwords is not at all an option here. Passwords will not be shared to any one. You need to work with your business to create Accessgroup as per your business requirement.
