Summary of difference between the OOTB Access Groups: PegaRULES:User1 vs PegaRULES:User4

Can someone help me understand the differences between the default Access Groups PegaRULES:User1 and PegaRULES:User4?

What are some example situations where you would use one or the other as a starting point for creating custom Access Groups?

PegaRULES:User1 Application user with limited capabilities. May not perform assignments on worklists other than own worklist. Typically uses the  Get Most Urgent   button to obtain the assignments to work on next.  
PegaRULES:User4 User with broader capabilities. Can open any work object in the application. Can perform assignments only on own worklists.
