The difference between PegaRULES:User1 and PegaRULES:User4
PegaRULES:User1 Application user with limited capabilities. Cannot perform assignments on worklists other than user's own worklist. Uses the Get Most Urgent to obtain the assignments to work on next.
PegaRULES:User4 For users with broader capabilities. Can open any work object in the application. Can perform assignments only on own worklists.

Above is from Pega Help but to me both sounds to me you can perform assignment as long as it is assigned to himself. I know you need to have WorkMgr4 to perform other assignments. What exactly is the difference between User1 and User4?

I just compared the ARO in Work- class in both User1 and User4.

So in User4, no work item whose assignment is at myself can't be opened.
