What don't you attempt to attach the excel file directly to be sent via automated email as opposed to worrying about alignment and borders with the way you currenly do?

Could you attach a screenshot of what you see in the email?  I'm having a little bit of difficulty understanding your post as the subject line and your actual post seem to conflict.

Also, how are you generating the email?  Are you converting something to an html stream somewhere? Are you using a correspondence rule?  Also, what version are you using?

So you said that "We are using correspondence rule and referencing the section in there"

But when you got your email ( which is the correspondence ) you are not seeing the borders . It is coming without any style. 

Can you please try out this two steps at your end and let me know the outcome.

1. If you do a preview of the correspondence, what you are seeing ? Are you seeing the borders perfectly ? 

2. Instead of directly using the section , if you use the section inside a paragraph rule and then use the paragraph rule inside the section what you are noticing ?
