Report Browser - How to Share Private Category Reports to Few Users only.

We have a requirement in Report Browser to share the Private Category Reports with Other Users with in the Same Institute. How can we achieve this?

Tried Saving as Private Category Reports to Public but it will share the Reports to all the Users in the Application which is not feasible.
