Question related to language packs

Does the language pack offered by Pega, contain translations only for the OOTB UI-  field labels, button labels , Portal etc.

For any custom UI we have built for the application, we have to use the localization wizard to translate ?

And also is there any article which describes the rule types which wont be localized like correspondence, Data type instances etc

Yes. Yes. The wizard is the fastest starting point. But you can also manually add more later as you need. Refer to this: This gives good information and an overview, as well as links for more detail. But more importantly to your questions, it outlines what is translatable.
