Overwrite Language Pack Japan

My application using Japanese language pack but although I overwrite Field Values Rule of to my ruleset, the rule can not be effective by default locale ja_jp operator

Create application language ruleset ( applicationruleset_ja )and overwrite imported Japanese language pack rule
