Post-2: Creating the First Form- >Exercise "Using the Form Builder": Button "Configure form" is disabled
Recreating this thread as the solution suggested in the below thread (marked "Answered") did not work for me.

For me somehow solution suggested in the above post doesn't work. The message and copy button does not appear at-all for any of the stages or steps in "Booking" case-type. The "Configure Form" button is disabled for all steps of all stages :(

The section rule is in a locked ruleset version. You will need to copy it to an unlocked ruleset version. You can do this using the suggestion from the earlier thread, or locate the section you want to edit in the Application Explorer, and then manually copy it to an unlocked ruleset version.
