In-Place Upgrade or Out-Of Place upgrade?

In CLSA course topic "Upgrade to a new version", it is mention that "The recommended best practice is to perform an in-place upgrade when
possible". However if we check the attached "Moving to Pega 7" document, in page 10 it says In-Place upgrade is not recommended. The statements are totally contradictory. Can someone please provide me correct information?

Since we have more down time for In-place upgrade.  Is it possible to have a In-place with temporary schema based approach, but not a split schema ? so that PROD down time can be less ?
