Pega Upgrade Estimator tool report

Hi,

Is Pega Upgrade Estimator tool still available for download and use? Is it the recommended tool for pega upgrade estimation from 7.4 to 8.x? Does it generate an excel report which can be used for estimation? What are the inferences that can be obtained from the report?
