We are doing an out of place upgrade to 8.4

To migrate existing rules schema to new rules schema the upgrade guide says to modify migrateSystem.properties. Though there is this string mentioned in the file 'pega.move.schema.complete=false' that is not mentioned in the upgrade guide. I ran the migrate script with no change to this string and in the new schema I see only 55 tables have been moved from the old schema. Is this how it's supposed to be or the whole schema should have been moved? Should 'pega.move.schema.complete' be set to true?
