Likely due to not having an unlocked ruleset version, as defined by your "Default destination ruleset" configuration in the advanced tab of your access group.  This is typically your Artifact ruleset - make sure there is an unlocked ruleset version.

Sorry, I'm not following your question.  I suggested above what you need to review (ie, the default destination ruleset of your access group - ensure the ruleset version there is unlocked.
