In Pega 7.1.3 cannot create a TABBED SCREEN FLOW
I cannot create a screen flow in Pega 7.1.3 from the Flow-Create menu. In the design TAB of the flow rule the Category dropdown is always grayed out. Am I doing something wrong. Please help .Many thanks.

So, Category Option will display the template used while creating a flow rule. Thus, it will be disabled always. You cannot modify the template once the flow rule is created.
If you want to create a Screen Flow, you need to select the Design Template " Standard template for screen flows" when you create the flow rule.
Please refer to the below guide. Hope it resolves the issue.

Hi,
Are you facing the issue with other rules as well(eg. User Interface, Reports, Flow Action)? Can you attach the screenshots of the case? Meanwhile, you can click on the Flow. This will open all the Flow. Then you can use create the option to create the flow.

Can you clarify if you are using PRPC 7.1.3 or CS 7.1.3?
I am not sure if we are supporting PRPC 7.1.3.
